ATLANTA – Georgia Power and Savannah Electric are seeking power supply proposals for seven, 15, or 30-year contracts from qualified bidders to meet their requirements for electric generating capacity beginning June 1, 2010 and for 30-year contracts beginning June 1, 2011.

The companies currently expect to issue a Request for Proposals (RFP) on March 22, 2006 for approximately 2,300 Megawatts (MW) for 2010 and approximately 1,300 MW for 2011. Bids must be submitted by May 2, 2006. Bidders interested in submitting proposals under this solicitation can obtain necessary information and are required to pre-qualify by accessing the web site of the Georgia Public Service Commission Independent Evaluator (Accion Group) at www.gpscie.com. All communications with bidders will be conducted through the Independent Evaluator. Therefore, potential bidders are prohibited from contacting either company.

The Soliciting Entities (SEs) plan to jointly issue two RFPs to acquire new supply-side resources beginning June 1, 2010 (“2010 RFP”) and June 1, 2011 (“2011 RFP”). Pursuant to the rules of the Georgia Public Service Commission (“GPSC”), the GPSC is utilizing an Independent Evaluator and this Independent Evaluator website in conducting the RFP process. The initial draft documents, including the RFP documents and Form PPAs for both RFPs, will be posted on this website on November 21, 2005. The planned date for issuance of the RFPs through this website is March 22, 2006 and bids must be submitted by May 2, 2006. An overview of each solicitation and the summary schedules for each RFP are provided below.

The 2010 RFP The current projection of the SEs’ supply needs to be met by the 2010 RFP is 2,300 MW. Potential bidders should note that this projection is currently under review by the SEs and may be revised before the initial posting of the draft RFP documents. Proposals with term lengths of 7, 15, and 30 years will be accepted. The draft RFP documents are expected to be substantially the same in structure and content as those utilized in the 2009 RFP. Where changes are proposed, the SEs will include a redline comparison of the 2010 documents to the 2009 documents as well as a summary of the changes proposed. As with the 2009 RFP, the SEs plan to use a market price target for comparison with the 2010 bid proposals and to determine whether consideration should be given to developing a self-build proposal.

The 2011 RFP The current projection of the SEs’ supply needs to be met by the 2011 RFP is 1,300 MW.

Potential bidders should note that this projection is currently under review by the SEs and may be revised before the initial posting of the draft RFP documents. The 2011 RFP will be limited to proposals sourced from the entire output of base load and intermediate generating units that interconnect with the transmission grid within a Northeast Georgia area (as defined in the RFP). Proposals for percentage entitlement of output from a generating unit, proposals offering non-tolling fuel arrangements, or proposals for less than “year round” delivery will not be accepted. At the end of the contract term, the Form PPAs will include options for the Buyer to either purchase the facility or extend the term of the contract.

Potential bidders should refer to other information posted on this website which details the target area, the transmission and environmental compliance considerations associated with this area, and other relevant information. Pursuant to GPSC rules, The SEs are developing one or more self-build proposals for consideration in meeting the identified supply need and will submit such proposal(s) to the Independent Evaluator and GPSC staff prior to issuance of the RFP.

The draft RFP documents will be the same in structure and content as those utilized in the 2010 RFP, except where the SEs have determined that changes in the RFP documents and the Form PPA terms and conditions are required to address issues related to the transmission grid reliability and environmental compliance in the target area. Where such changes are proposed, the SEs will include a redline comparison of the 2011 documents to the 2009 documents as well as a summary of the changes proposed. Bidders should note that the SEs propose that the 2011 RFP will consider only proposals with 30 year terms due to the area reliability considerations discussed herein. The RFP and Form PPAs will require that the Seller shall be a Creditworthy entity.

Bidders should reference the “2011 RFP Environmental Considerations” document posted on this website, noting the responsibility for NOx and VOC offsets.
