Three named vice presidents in office of general counsel

Southern Company subsidiary Southern Company Services has named three new vice presidents in its office of general counsel.

The SCS board today elected the three – Karl Roy Moor, Earl B. Parsons III and James P. Sale – to hold the title of vice president. The three have been and continue to be associate general counsel under Southern Company General Counsel and Senior Vice President Stephen A. Wakefield.

“Earl, Karl and Jim are integral to Southern Company’s efforts to develop a strong office of general counsel capable of advising executives on a wide variety of energy-related matters,” Wakefield said.

Moor, 42, works out of Southern Company’s Washington, D.C., office. Before joining Southern Company earlier this year, he was a partner in the utility, legislative and regulatory section of Balch & Bingham. Moor served six years in government, holding various positions on the Senate Judiciary Committee and Senate Labor and Human Resources Committee.

Following Middle Eastern studies at the University of Haifa in Haifa, Israel, Moor received his bachelor’s degree from the University of Montevallo, a master’s degree from George Washington University and a law degree from Georgetown University Law Center.

Before joining the general counsel’s office in January, Parsons, 35, was managing director of SWEBGAS, a natural gas distribution company, which was affiliated with Southern Company’s South Western Electricity operation in Bristol, England. He oversaw the startup of a gas business in a deregulating competitive market.

Previously, he worked in a variety of management positions at Georgia Power and SCS, and before that was an attorney at Troutman Sanders. He holds a bachelor of science degree in business administration-finance from Auburn University, a master’s degree in business administration from Samford University and a law degree from the Cumberland School of Law.

Sale, 50, joined Southern Company as associate general counsel from Houston’s ERI Energy Supply & Trading. As vice president and general counsel at ERI, Sale provided counsel and advice on commercial transactions for natural gas and power marketing, pipeline and storage operations.

Previously he was with Transco Gas Marketing Company, ANR Pipeline Company, United Gas Pipe Line Company and some United affiliates. Sale holds a bachelor’s degree in business administration from Oklahoma State University and a law degree from the University of Houston Law Center.
